The Dixie Jane membership operates as a Private Cannabis Collective (PCC), officially named Dixie Jane Private Cannabis Collective, a non-profit voluntary association with its own separate legal personality. This model is designed to facilitate the bona fide and collective exercise by its adult members of their constitutional Cannabis Private-use Rights in a responsible, safe, and quality-controlled manner, as dealing or trading in cannabis in the adult-use market is prohibited under South African law.
The Foundational Principles of Dixie Jane PCC
The entire framework of the Dixie Jane membership rests on several Foundational Operational Principles:
- Non-Profit and Expense Coverage: The Collective does not operate for profit. All proceeds collected from members including a once-off registration fee and subsequent withdrawal (and delivery) fees are exclusively used to cover the expenses incurred in achieving its objectives. These expenses cover administration, management, operations, staff salaries, and the costs related to the cultivation and production of the cannabis crop and products.
- Collective Ownership (Closed Loop): The Collective Cannabis Crop and the resulting products (Collective Cannabis Products) are at all times collectively owned by the Collective members. The Collective does not own the crop or products, nor does it engage in the trade or exchange of these products. The system is maintained as a private and closed-loop ecosystem.
- Strict Quota System: Production is strictly limited to satisfying members’ personal-use demands. The Collective maintains a rigorous quota, ensuring the entire crop does not exceed 2,000 flowering cannabis plants in total, or more than 4 flowering plants per member.
How Membership Facilitates Private Cannabis Use
The Dixie Jane membership empowers members to exercise their constitutional rights through resource pooling and structured participation:
- Cultivation and Processing Arrangements: Members’ pooled resources are used to hire certain Collective members known as Cultivator-Members and Processor-Members who privately cultivate the collectively owned crop and produce the Collective Cannabis Products (such as flower, pre-rolled joints, concentrates, and edibles). This occurs on private land (the Collective Production Premises) leased on behalf of and for the benefit of the members.
- Active Participation and Education: Membership includes access to the Collective’s Educational Drive. Members are encouraged toward active and meaningful participation in the cultivation and production of their jointly owned crop via the Members-only Private Portal (located at dixiejane.co.za). This engagement includes providing feedback, participating in video-call workshops, and facilitating collective control over the production process.
- Membership Enrollment: Prospective members must be existing and consenting adult Cannabis users who do not privately cultivate cannabis themselves. Enrollment requires completing a registration process, concluding a Membership Agreement, and paying the required registration fee via the Members-only Private Portal.
- Withdrawal and Collection: Members with active subscriptions may personally and privately withdraw their Collective Cannabis Products. Withdrawal requests are made via the Members-only Private Portal. Products can be collected either at the Collective’s Withdrawal Stations (such as Jane’s Emporium) or arranged for delivery to their designated private address, against payment of applicable fees. Withdrawals are subject to the Collective’s prescribed monthly limits, further constrained by the member’s self-imposed limits based on their personal-use needs.
The membership is designed to create a welcoming and inclusive space for the community, promoting a balanced lifestyle by offering access to premium cannabis for members while normalizing its responsible integration. Membership status must be verified during service. To maintain an active subscription and withdrawal rights, members must ensure they do not allow a period of 90 days to lapse without withdrawing products.
Analogy: The Dixie Jane membership works much like a community garden cooperative for connoisseurs, where members pool their funds (fees) to hire expert gardeners (Cultivator/Processor-Members) and rent the land (Collective Production Premises). The resulting harvest (Collective Cannabis Crop) is owned collectively by all members, and they participate in decisions about how it is grown.
