What the law actually says
In September 2018 the Constitutional Court ruled that adults may possess, use and grow cannabis in private. The Cannabis for Private Purposes Act, signed in May 2024, put that into statute. Neither created a retail market: cannabis still cannot be sold to the public, and that is why Cape Town has no walk-in shops in the American or Canadian sense. Instead, adults form private collectives that grow together and share the crop among members. Dixie Jane is one of these. You join, free, and what you pay covers cultivation, production and delivery of your share.
For a visitor the practical rules are short. You must be 18 or older. You may consume only in private: your hotel room (check the smoking policy), your apartment or Airbnb, a private home or garden. Beaches, the promenade, parks, restaurants, bars, Table Mountain and the street are public, and the police do enforce this in tourist areas.
